The European Directive on energy efficiency in 2012 established a set of binding measures that will allow the EU to reach the energy efficiency target of 20% by 2020. On the basis of this Directive, all EU member states are obliged to use energy more efficiently at all stages of the energy chain; from production to final consumption. The full text of the directive in English language can be accessed here.
In order to reach the EU energy efficiency target of 20% by 2020, some EU countries have set their own national indicative targets for energy efficiency. Depending on the needs of the country, these targets may be based on the primary or final energy consumption, primary or final energy savings, or energy intensity. In order to help decision-makers implement the Directive on the energy performance of the EU member states, the European Commission published guidelines for their implementation. The text of the guidelines in English language can be accessed here.
